Components of an Environment Management System (EMS)

To develop an EMS, an organisation has to assess its environmental impacts, set targets to reduce these impacts, and plan how to achieve the targets.
The most important component of an EMS is organisational commitment. For an effective EMS to be developed and implemented, you need commitment from the very top of the organisation, as well as all staff. Following are more examples of components that should be considered when developing an EMS.
  • Environmental Impact Identification: identification and documentation of the actual and potential environmental impacts of an organisation's operations need to be undertaken. This can be achieved through undertaking an environmental audit.
  • Objectives and Targets: an environmental audit forms the basis of determining an organisation's environmental objectives and targets. What is the difference between registration, certification and accreditation?

What is Eco Management and audit scheme?

The EU Eco-Management and Audit Scheme (EMAS) is a management tool for companies and other organisations to evaluate, report and improve their environmental performance. Since 2001 EMAS has been open to all economic sectors including public and private services.

New ISO 14001 version

ISO 14001:1996 has been revised. The new version, ISO 14001:2004, was published on November 15, 2004. A parallel revision process has been followed for ISO 14004, a document providing general guidelines on environmental management systems .The new version contains many improvements and changes, and the main aim of the revision has been to:

  • improve compatibility with ISO 9001, and
  • clarify requirements.

The new standard does not imply any major changes in requirements. However, you ought to review your systems, as some changes to the standard may require amendments of your environmental management system to ensure conformance with ISO 14001.

Environment Auditing System

The Aims Management Consultants Group periodically receives external audits wherein a certified agency ensures that the Company’s environmental management system is being appropriately implemented and maintained. What comes after ISO 14001 Certification?

1. ISO 14001 Certification Surveillance
Surveillance assessments are the heart of the post-certification process for ISO 14001 certification. The ISO 14001 surveillance audits assure ongoing conformity, determine whether your management system remains effective, and encourage continual improvement, thereby helping enhance your profitability. The last ISO 14001 surveillance audit is always a recertification audit to ensure accreditation conformity and full assessment of the requirements.
As your ISO 14000 registrar, Aims Management Consultants offers two surveillance scheduling options for maintaining your ISO 14001 certification:
1. Semi-annual ISO 14001 surveillances are performed every six months. Certain core elements are reviewed during each visit and management system processes are selected accordingly throughout the course of certification. The advantage of this option is that each audit is approximately half the duration of an annual surveillance and the system is reviewed routinely. The majority of SQA ISO 14001 certification clients select this schedule option.
2. Annual ISO 14001 surveillances are conducted once a year. Again, core elements are reviewed each year and management system processes are selected accordingly throughout the course of ISO 14001 certification. This alternative involves fewer, but longer visits.

The history of the ISO 14001 Standard?

The ISO 14001 series emerged primarily as a result of the Uruguay round of the GATT negotiations and the Rio Summit on the Environment held in 1992. While GATT concentrates on the need to reduce non-tariff barriers to trade, the Rio Summit generated a commitment to protection of the environment across the world.
After the rapid acceptance of ISO 9000, and the increase of environmental standards around the world, the International Standards Organisation (ISO) assessed the need for international environmental management standards. They formed the Strategic Advisory Group on the Environment (SAGE) in 1991, to consider whether such standards could serve to:
  • Promote a common approach to environmental management similar to quality management;
  • Enhance organizations' ability to attain and measure improvements in environmental performance; and
  • Facilitate trade and remove trade barriers.

In 1992, SAGE's recommendations created a new committee, TC 207, for international environmental management standards. This committee and its sub-committees included representatives from industry, standards organizations, government and environmental organizations from many countries. What developed was a series of ISO14000 standards designed to cover:

ISO 14001:2004 Management Review

The International Organization for Standardization released the 2004 version of ISO 14001 on Nov. 15, 2004. Companies currently registered to the ISO 14001:1996 standard will need to upgrade their systems and have them re-certified to the 2004 standard by May 15, 2006. Beyond this date, the International Accreditation Forum will only recognize certificates for 2004 version. The ISO and IAF have jointly developed a transition policy document with technical details of the transition requirement, which was published by IAF on Dec. 20, 2004.

ISO 14001:2004 over view

Of all the standards within the ISO 14000 series, ISO 14001 is the standard that specifies the requirements for an organization's EMS. The Environmental Management System (EMS) document is the central document controlling the interaction of the core elements in the organization, and provides a third-party auditor with the key information necessary to understand the environmental management systems in place. It is a "tool" that enables an organization of any size or type to control the impact of its activities, products or services on the environment. As in the case of ISO 9001, the key to a successful ISO 14001 EMS is having documented procedures that are implemented and maintained so that they describe environmental goals and their place in all other company-wide activities. ISO 14001 standards require sites to document and make an Environmental Policy available to the public. In addition, procedures should be established for a continuous review of the environmental aspects and the impacts of products, activities, and services. Based on these environmental aspects and impacts, then goals and objectives are established that are consistent with the environmental policy,. As with a QMS, Internal Audits of the EMS should be conducted routinely to ensure that non-conformances in the system are identified and addressed.

  • the development of a general culture of prevention integrated with the organization and and preparation of trained personnel and suitable methods for the management of possible emergencies;
  • the definition of precise improvement targets such as: the reduction of waste from packaging, thanks to the construction of "special revolving containers", a preventive check on the systems with gradual replacement of substances that are harmful to the ozone layer, a reduction in the consumption of methane and electrical energy for the production units in agreement with Fenice (a company specialized in the management of water and waste treatment systems);
  • the organization of a transverse training programme for all workers and hierarchical levels, documented and structured for all production activities, starting from entering the workplace and from the integrated implementation of TPM - 5S methods

The Legal Requirements of ISO 14001:2004.

The organisation shall establish, implement and maintain a procedure(s)
a) To identify and have access to the applicable legal requirements and other requirements to which the organization subscribes related to its environmental aspects, and
b) To determine how these requirements apply to its environmental aspects.
The organization shall ensure that these applicable legal requirements and other requirements to which the organization subscribes are taken into account in establishing, implementing and maintaining its environmental management system”.

Introduction to ISO 14001:2004.

ISO 14001 is the standard used by a registrar to determine whether an organization will be certified. Similar in structure to ISO 9001, it outlines the requirements companies must meet if they want to obtain certification (registration) of their environmental management system. ISO 14001 was first published in 1996 and was revised in 2004.
