What is the Issue?

An Environmental Management System (EMS) is a problem identification and problem solving tool that provides companies with a method to systematically manage their environmental activities, products and services and helps to achieve their environmental obligations and performance goals. ISO, the International Standards Organization, defines an EMS as "the part of the overall management system that includes organizational structure, planning activities, responsibilities, practices, procedures, processes and resources for developing, implementing, achieving, reviewing and maintaining the environmental policy."
ISO has developed a series of voluntary standards and guidelines in the field of environmental management, which are collectively known as the EN ISO 14000 series. Within this series, "EN ISO 14001:1996 environmental management systems — specifications with guidance for use" is the only certifiable standard, the remainder being supportive guidelines.
EMAS is the EU's Eco-Management and Audit Scheme. It has legal status within Member States, while being a voluntary instrument for companies.

How it works

ISO 14001:2004 does not specify levels of environmental performance but provides a framework for a holistic and strategic approach to an organization's environmental policy, plans and actions.ISO 14001:2004 gives the generic requirements for an environmental management system. The philosphy is that whatever the organization's activity, the requirements of an effective EMS are the same.ISO 14001:2004 does not lay down levels of environmental performance, the standard can implemented by a wide variety of organizations whatever their level of environmental maturity.

ISO has opened a new section on its Web site to help small and medium-sized enterprises (SME's) achieve the benefits of implementing quality and environmental management systems based respectively on its ISO 9001:2000 and ISO 14001:2004 standards.
ISO Secretary-General Alan Bryden commented: "To encourage SME's to use International Standards and to become more involved in developing them, ISO and its partners the International Electrotechnical Commission and the International Telecommunication Union have chosen SME's and standardization as the theme for World Standards Day 2006, on 14 October."
As a practical measure in support of this theme, ISO has added to the frequently visited ISO 9000/ISO 14000 section on its Web site a number of articles aimed at making it easier for small businesses to implement the ISO 9001 and ISO 14001 standards that were being used by some 760 900 organizations in 154 countries at the end of 2004, according to The ISO Survey.

ISO Launches Online Survey on ISO 14001 and Small Businesses

The International Organization for Standardization (ISO) has launched an online survey on the value of implementing an environmental management system (EMS) based on the ISO 14001 standard to small and medium-sized enterprises (SME's). By gaining feedback on the use or non-use of ISO 14001, ISO 14004 and EMS's in general, ISO hopes to improve SME experiences. The survey is the work of the Strategic SME Group of ISO technical committee ISO/TC 207, Environmental management, Subcommittee 1, Environmental management systems.
"Whether a company is large or small, in today's global market-place both its business customers and consumers are increasingly concerned with its environmental performance as well as a competitive price," explained Lennart Piper, leader of the ISO group responsible for the survey. "Investors are also scrutinizing how well companies manage risks - economic, social and environmental. This is why more and more businesses worldwide are turning to ISO 14001. Unfortunately, there is a perception that EMS are too complicated and expensive for small businesses to implement."

ISO 14001:1996 Transition to ISO 14001:2004

ISO 14001:2004 revision was released for publication on November 15, 2004.ISO (International Organization for Standardization) and the IAF (International Accreditation Forum) have jointly agreed that the transitionperiod be no longer than 18 months. Components of an Environment Management System (EMS)

To develop an EMS, an organisation has to assess its environmental impacts, set targets to reduce these impacts, and plan how to achieve the targets.
